Facilities Master Plan (FMP) Overview

Merced College’s Facilities Master Plan (FMP) provides a strategic roadmap for the development and renovation of campus facilities in alignment with the goals and strategies outlined in the District’s Educational Master Plan (EMP).

The original, comprehensive FMP was approved in 2019 and its implementation was largely contingent upon the passage of a local bond measure. Designed to support long-term institutional growth, the plan guides decision-making and prioritizes both new construction and renovation projects across the District. However, as the District’s 2020 bond measure was not approved by voters, the District began developing a scaled-down version of the original FMP.

In the summer of 2020, the FMP Task Force reconvened and re-engaged the original consultants, Gensler, to update the plan. The revised version retained the core vision of the original while reflecting necessary adjustments due to funding limitations. This updated FMP was approved by the Board of Trustees in August 2020.

In March 2025, the Board approved a new FMP addendum in conjunction with the District’s Public-Private Partnership (PPP) initiative. This addendum designates the east side of the campus as the proposed site for the PPP project – replacing earlier plans for a Community Center and a potential botanical garden.

In April 2025, following the successful passage of Measure P by the Los Banos community in November 2024, the Board approved a significant update to the FMP. This milestone marked the beginning of a bold and transformative expansion of the Los Banos Campus. In collaboration with college representative, Gensler played a key role in shaping the framework for this ambitious new vision.
